fix(ci): always clone fresh moko-platform tools, fix composer constraint
- auto-bump.yml: remove stale /opt/moko-platform check, always clone
fresh from git (matches pre-release.yml pattern)
- composer.json: fix joomla/coding-standards ^4.0 → ^3.0 (v4 doesn't
  exist on Packagist)
