Rebrand residual GITEA_*->MOKOGIT_* workflow refs and harden ci-issue-reporter against Actions injection (route workflow_call inputs through env:) [#353]. Fresh fix onto current main (not a stale-branch merge).

Note: merging fires workflow-sync-trigger -> org-wide Phase-2 sync for this platform.

Rename residual GITEA_URL/GITEA_TOKEN/gitea refs to MOKOGIT_* across workflow files, and
route ci-issue-reporter workflow_call inputs through env: to close the Actions injection
