Bring dev's shared .mokogitea/workflows/ up to Template-Generic main: adds ci-generic (on PR), ci-issue-reporter, hardened rc-revert, version-set, workflow-sync-trigger; updates the rest. Platform workflow (ci-joomla.yml) preserved. Also normalizes CRLF→LF per .gitattributes (real change ~881 lines; remainder is line-ending normalization).
