Jonathan Miller 9e55617f0f chore: migrate to .mokogitea and remove legacy standards files 
- Rename .gitea/ → .mokogitea/ (where applicable)
- Remove .moko-standards and .mokostandards files
- Manifest.xml is the single source of repo metadata
