Summary

  • New: cli/bulk_workflow_push.php - push workflow files to all governed repos via Gitea Contents API (closes #52)
  • Fix: auto-release trigger switch to push event (closes #54)
  • Fix: CI Gate 1 - PHPCS 7539 to 0 errors, PHPStan config, PHP PPA + composer
  • Fix: repo-health and branch protection check names

Test plan

  • Verify bulk_workflow_push.php --help shows usage
  • Dry-run against MokoConsulting org
  • CI Gate 1 passes

Push a workflow file from moko-platform to all non-archived repos in an
org via the Gitea Contents API. Compares content before pushing — skips
repos where the file is identical, creates where missing, updates where
changed. Supports --dry-run for safe preview.
