feat: cascading update channels — stable updates all, rc updates rc+below, etc

Channels cascade downward:
- stable → development, alpha, beta, rc, stable
- rc → development, alpha, beta, rc
- beta → development, alpha, beta
- alpha → development, alpha
- development → development
