Replace GeoIP (6.3.8) with MokoWaaS-native IP geolocation.

RL provides: GeoIP detection using MaxMind database, used by other RL plugins for geo-conditional content.

Approach: Bundle a free IP database (ip2location-lite or DB-IP lite) and expose via MokoWaaS helper.
