Merge pull request 'chore(ci): remove template-only sync workflows from root' (#268) from chore/remove-template-sync-leaks into main

Template-only (gated Template-*), dead no-ops in child repos, inherited at scaffold. Real sync lives in templates' workflows/custom/.
