Full namespace migration: update the Go module path and all import
statements from git.mokoconsulting.tech to code.mokoconsulting.tech.
Also updates all URL references in templates, workflows, configs,
tests, and documentation.

Rename the Go module path from code.gitea.io/gitea to
git.mokoconsulting.tech/MokoConsulting/MokoGitea across the entire
codebase.
Scope:
- go.mod module declaration
- 2,235 Go source files (import paths)
- Dockerfile WORKDIR and COPY paths
- Swagger API templates
- golangci.yml linter config
External dependencies (code.gitea.io/gitea-vet, code.gitea.io/sdk/gitea,
gitea.com/gitea/act, etc.) are intentionally NOT renamed — they are
separate upstream modules.

This is a step towards potentially splitting command groups into their
own folders to clean up `cmd/` as one folder for all cli commands.
Returning fresh command instances will also aid in adding tests as you
don't need to concern yourself with the whole command tree being one
mutable variable.

Old code is not consistent for generating & decoding the JWT secrets.
Now, the callers only need to use 2 consistent functions:
NewJwtSecretWithBase64 and DecodeJwtSecretBase64
And remove a non-common function Base64FixedDecode from util.go

And there are many new tests to cover the CLI behavior
There were some concerns about the "option order in hook scripts"
(https://github.com/go-gitea/gitea/pull/10912#issuecomment-1137543314),
it's not a problem now. Because the hook script uses `/gitea hook
--config=/app.ini pre-receive` format. The "config" is a global option,
it can appear anywhere.

## ⚠️ BREAKING ⚠️
This PR does it best to avoid breaking anything. The major changes are:
* `gitea` itself won't accept web's options: `--install-port` / `--pid`
/ `--port` / `--quiet` / `--verbose` .... They are `web` sub-command's
options.
* Use `./gitea web --pid ....` instead
* `./gitea` can still run the `web` sub-command as shorthand, with
default options
* The sub-command's options must follow the sub-command
* Before: `./gitea --sub-opt subcmd` might equal to `./gitea subcmd
--sub-opt` (well, might not ...)
* After: only `./gitea subcmd --sub-opt` could be used
* The global options like `--config` are not affected
Change all license headers to comply with REUSE specification.

InternalTokens are fixed as alphanum strings therefore TrimSpace from these.
Also use isatty to not add a terminal newline when redirecting generate.
