Add parent_org_id to organization model. Parent orgs can have child orgs. Enables master key cross-org validation, shared license packages, settings inheritance.

Blocking: flat org structure cannot represent the MokoConsulting client org model.

Tested and verified in production on MokoWaaS. All three download gating modes (none/prerelease/all), feed visibility, XML metadata, download URLs, and access control confirmed working.
